2010 Evaluation of Detailed Proposals submitted under the call for Proposals of the ACP-EC Energy Facility, FED/2010/ 245-735

 

The assignment involved evaluation of detailed project proposals for energy infrastructure and capacity-building initiatives in the context of sustainable development in ACP countries. The ACP EC Energy Facility is directed towards achievement of the Millennium Development Goals (MDGs) and WSSD targets within the framework of the EU Energy Initiative and concentrates its activities in those ACP countries which have a sound national energy policy or which are strongly committed to develop it, based on good governance principles, and where there is prioritization of spending towards social sectors. Nomisma’s expert assessed detailed proposals involving solar PV and thermal, wind and biomass systems, biofuels, energy-efficiency and capacity building programmes under subcontract to Resources & Logistics. Furthermore, the expert provided support to Quality Control in the last few weeks of the project. The global objective of the assignment was to assist in the assessment, evaluation and final selection of the received Detailed Proposals in accordance with the standards and procedures described in detail in the Guidelines for applicants responding to the open Call for Proposals. The value of the funding requested from the Facility could range from Euro 200,000 for Component 2 projects, up to Euro 2.5 million for Component 1 projects. The assignment took place in Brussels and in the Expert’s home office.
