Nomisma’s expert, under contract to A.E.S.A., assessed Concept Notes for project proposals for renewable energy systems, energy-efficiency and capacity building programmes. The ACP EC Energy Facility is directed towards achievement of the Millennium Development Goals (MDGs) and WSSD targets within the framework of the EU Energy Initiative and concentrates its activities in those ACP countries which have a sound national energy policy or which are strongly committed to develop it, based on good governance principles, and where there is prioritization of spending towards social sectors. The global objective of the assignment was to assist the Energy Facility Unit (AIDCO-7) in the assessment, evaluation and selection of Concept Notes as the first part of the evaluation process in accordance with the standards and procedures described in detail in the Guidelines for applicants responding to the open Call for Proposals. The assignment led to the selection of Concept Notes for projects which would be invited to submit Detailed Proposals.  A total of 667 Concept Notes were submitted, 219 of which were pre-selected for the next stage.  The assignment took place in Brussels and in the Expert’s home office.
